EMINENT DOMAIN MAY RESULT TO CREATE DOWNTOWN BOCA “SPINE”
A pedestrian walkway is proposed from Mizner Park to Royal Palm Place and negotiations soon will begin for the purchase of land in the area, with eminent domain (“the forced taking of land”) a possible consideration. The aim is to create a path with eye-appealing amenities to draw people to see it, and to shop along the way. The Boca Raton Historical Society is trying to preserve certain sections of the city’s retail center because of the historic value. The land acquisition should end by the 3rd quarter of 2008. A bond issue will develop to cover costs, and public input will be involved Design of the spine should run from mid-2008 to the first quarter of 2 009. Construction and engineering could start in the 2nd quarter of 2009 with completion planned for the 4th quarter of 2010.

FEDERATION OF BOCA RATON HOMEOWNER ASSOCIATIONS TO MEET OVER “SPINE” PLANS
At 8:30 am on Nov 7th a meeting will be held of the Federation of Boca Raton Homeowner Associations at Boca Raton Community Cednter, 150 Crawford Avenue, next to City Hall to discuss “knotty issues” regarding the pedestrian “spine to connect Mizner Park with Royal Palm Place, and a north end housing development project.
Plans are for the “spine” to be developed in 7 phases and completed by 2010. The City may have to float a bond issue and land acquisition, including use of eminent domain, may be necessary. The bond issue phase would come up in mid 2007 and involve public input.
A 90-single family development proposal which includes 96 townhouses as well to be built on the former Boca Raton Executive Golf Course is of concern. A zoning change from recreational to residential is necessary. Residents say the area already has drainage and water pressure troubles, and the potential loss of green space is a concern. Several companies are looking to turn golf courses in to residential developments, and t his includes a proposal to build town homes at the Ocean Breeze Golf c and Country Club in the Boca Teeca area and the Boca Lago Country Club south of Glades and Lyons.
